UPDATE: City Council Approves Sod, But Not Water

By Jerry | October 9, 2007

In last weeks blog entry “Councilmember Kautz Opposes Grass Planting, Suggests Mulch“, I noted that we would be discussing the whole Sod and Water issue at the Council Meeting on Monday, October 8th.

At that meeting last night, the Council discussed and voted to give Interim City Manager Jim Brooks the authority to continue with the laying of sod on the now-barren property across from City Hall. BUT, the council did not permit any watering of the grass!

Prior to the council meeting, I spoke with Director Frank Stephens of the Gwinnett County Department of Water Resources and discussed with him my idea of using reclaimed water from the F. Wayne Hill Plant in Buford to water our grass. After our phone call, he called in to the Georgia Environmental Protection Division and discussed with them the potential use of reclaimed water as irrigation. Their response was that it would be a perfectly safe and acceptable use.

Since some on the City Council are reluctant to step forward and protect our investment in our city’s “front lawn”, I am willing to pay out of my own pocket the cost to have this water trucked-in and see that the grass grows, thrives and becomes a gathering spot to showcase our city.

More information on reclaimed water and it’s uses around the world can be found here: http://en.wikipedia.org/wiki/Reclaimed_water

The Gwinnett Daily Post article says the Council spent an hour discussing watering grass. An hour! You wasted an hour on whether or not to plant an acre of grass in front of City Hall?

Perhaps a clue to this collossal waste of time and effort is that one of our resident Council attorneys - Kelly Kautz - didn’t bother to check the law and proposed mulch that is in violation of state and City ordinances.

Why is this a Mayor and Council issue? Don’t we have capable city staff? If not, fire them. If so, let them do their job. Jeez!

This is all I need to know to know to vote for Marilyn Swinney for City Council rather than Kautz. If Kelly Kautz will waste an hour of City time on grass, I’m affraid of how much additional time, effort, and my tax dollars she’ll waste on something of true significance.

Thanks Mayor for being a voice of reason.

It is unfortunate that the Southeast Coop was financially harmed to clear the way for a grassy area that may not even be green. The Mayor promised to help raise funds for the Co-op at Monday’s Council Mtg. The Co-op helps thousands of Snellville citizens when they experience crisis due to layoffs, illness and accidents. The Co-op needs financial assistance that it lost in being relocated from the city property. I hope the Mayor will be able to fulfill his commitment and green up some Snellville citizen’s lives.

Kautz, Auld, Garraway, and Jenkins have no VISION. They want to debate and argue over non policy isses to try to make them look powerful and important. In reality, they are just policy makers, but when they have no policy to consider they waste your tax dollars on meaningless resolutions and administrative issues. The same adminstrative issues your tax dollars are being used to hire staff which are supposed to make these decisions. They truly don’t understand their functions and are so arrogant they feel that laws do not apply to them. They are such moral hypocrits as well. They preach no Sunday sales, yet Kautz is routinely seen at the Summit Chase Bar, Jenkins is over at Randy Simpson’s house drinking a sixer, Auld drinks wine, and Garraway…well he doesn’t drink but he’ll drop $50 on a meal and ask the city to reimburse (to verify this one, please see the picture of him when he was elected and now…40lbs later, that boy doesn’t miss a free buffet-at your expense). Great bunch to legislate morals.

Why is Ms. Kautz so adamantly opposed to grass growing on this parcel of land? Could it be she is afraid that her live-in boyfriend, now out on parole for seven charges varying from aggravated assault, D.U.I., to obstruction of an officer, might have to maintain the grass for his community service? (For the rest of the story see “The Councilwoman and the Convict” under Snellville Shenanigans at the Gwinnett Gazette site under Forums: http://www.talkgwinnett.net)

And Mr. Mayor, are the financial disclosure forms posted anywhere? Wasn’t the deadline, with grace period, last Friday, October 5th?

Could we also see posted Garraway’s expense statements submitted to the city for gorging himself at the citizens’ expense. Some “public servant.”
